gongzhiyongandClaude Sonnet 4.6 b22d13415a fix: make GOOGLE_API_KEY and DATABASE_URL optional in dev environment ...

GOOGLE_API_KEY is not used at startup (no code calls config.google.apiKey).
DATABASE_URL is only needed for production checkpointer. Both are now
warned-but-not-fatal in dev (NODE_ENV != production) to allow local
development without these credentials.
