Chun-Hsiang WangandGitHub 15dc48af8c feat: Claude Opus 5.5 Launch (#4589 )

Adds Claude Opus 5.5 (`claude-opus-5-5`) to the Anthropic Claude intro
notebook, following the same pattern as recent Claude launches. The model is
served on the global, us and eu endpoints.

Changes:
- Added a `Claude Opus 5.5` entry at the top of the "Available Anthropic Claude
  models" list.
- Added `claude-opus-5-5` to the model selector in both "Select Claude model"
  cells, and repointed the default to it.
- Added the corresponding `available_regions` entry (`global`, `us`, `eu`) in
  both cells.
